Since October 7, 2023, Israel has dropped explosive power equivalent to seven times the Hiroshima bomb on Gaza. Where does this lethal arsenal originate, and which nations and corporations fuel this crisis? This roundtable examines the global arms trade network supplying weapons used against civilians, tracing supply chains, transit routes, and complicit entities. Panelists will unpack international legal frameworks meant to prevent these transfers—including the Arms Trade Treaty and humanitarian law—while assessing enforcement failures. Focusing on the arms pipeline to Israel, the discussion explores existing accountability mechanisms and how advocates can strengthen them.

- Josh Paul, cofounder of A New Policy, resigned from the State Department in October 2023 following his disagreement with the Biden Administration’s decision to rush lethal military assistance to Israel in its war on Gaza. He spent more than 11 years working as a director in the Bureau of Political-Military Affairs in the Department of State, the entity responsible for U.S. defense diplomacy, security assistance, and arms transfers. He previously worked on security-sector reform in both Iraq and the West Bank, with additional roles in the Office of the Secretary of Defense, U.S. Army Staff, and as a Military Legislative Assistant for a member of the U.S. House Armed Services Committee.

- Natalie Davidson is an associate professor at Tel Aviv University’s Buchmann Faculty of Law,
where she is also Vice-Dean for Teaching. She researches and teaches International Human Rights Law, Constitutional Law, and Law and Society, focusing on the regulation of the global arms trade, human-rights litigation, and authoritarian uses of law. She directs the team of Israel reporters for the Oxford Reports on International Law in Domestic Courts. She is a member of the Forum on the Arms Trade, an international network of experts on the humanitarian, economic and other implications of the global trade in arms. - Hine-Wai Loose (Moderator) serves as Director of Control Arms and is based Geneva. She previously served as Project Manager at the Geneva Centre for Security Sector Governance (DCAF), focusing on cybersecurity governance in the Western Balkans. From 2011 to 2017, she was Deputy to the Implementation Support Unit for the Convention on Certain Conventional Weapons (CCW) at the U.N. Office for Disarmament Affairs, leading work on anti-vehicle mines, explosive weapons in populated areas, and lethal autonomous weapons systems. She began her career at New Zealand’s Ministry of Foreign Affairs and Trade, working on disarmament, environmental negotiations, humanitarian affairs, human rights, and international law.
